Chichester Board of Selectmen
Minutes of Meeting
Tuesday, November 3, 2015

Members Present: Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Donna Chagnon, Alan Mayville, Tom Houle, Lucille Noel, Bernie Reinhardt, and others members of public

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

General Business/Board Discussion:

Property Tax Rate Setting

Mrs. Pinard reviewed with the Board the preliminary tax rate that has been provided by the state in the amount of $26.37. This is a decrease of $.43 from last year’s tax rate. Currently in unassigned fund balance there is $407,430. This is a little over 5%. To follow what you have been doing in the past with retaining roughly 3% that would give the Board $175,000 to utilize toward reducing the tax rate or to use at Town Meeting. I would recommend holding off now as the tax rate has decreased and using the unassigned fund balance at Town Meeting if that is the will of the Board at that time.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to approve the preliminary Tax Rate received from the Department of Revenue Administration in the amount of $26.37 and shall retain$232,000 which would be 3% of unassigned fund balance giving the Town $175,000 to possibly utilize at Town Meeting. Motion Passes

Hazard Mitigation Plan Adoption
A motion was made by Mr. Jordan and seconded by Mr. Paveglio to adopt the Hazard Mitigation Plan Update 2015. Motion Passes

CIP
Mr. Paveglio stated that the school has not submitted anything for CIP but parking is still an issue and it needs to be addressed. I am going to try and get on the next agenda to discuss this issue.

Wage Salary Study
Mr. DeBold asked that Mr. Paveglio handle the Police Salary Study and he would handle the rest.

Resident Complaint
Mrs. Pinard stated that she received a complaint from a resident on Hilliard Drive regarding a tree across the road. The resident reached out to the Road Agent and he did not get back to her. She wanted the Board to be aware.


Advisory School District
Mr. Jordan will be the Board of Selectmen representative participating on the committee.

Public Input
Bernie Reinhardt stated that Paul Sanborn checked our illuminated exit lights and one needs  the batteries to be replaced.

Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. DeBold to adjourn the meeting at 6:45pm.  Motion passes
